Drownings happen. There is education about it, but it’s not considered a sufficient crisis, compared to the “faux crisis” created by gun and power grabbers, to merit pouring 2 billion dollars into.
I guess Registering lakes, creating swimming lessons, police/Coast Guard boat patrols and inspections, safety standards for life jackets and floatation devices and supervised swimming pools/locations are needed.
